Reopening July 20: the City of St. Paul’s Citywide Downpayment Assistance Program

SPAAR - 07/12/2026

The City of Saint Paul’s Citywide Program (DPA) is reopening next week. Applications will open on July 20 and close July 27; the program may close early if capacity is met before July 27.

Here’s how to get started:

  • Review the Citywide DPA information and check income and asset eligibility
  • Work with a lender of choice to get pre-approved for a mortgage
  • Complete a homebuyer education course (Homestretch, Framework with HUD approved) before closing. It is not required at the time of application.

Once lender preapproved, go to the website and submit an interest form along with the preapproval letter. The City’s DPA team will send an application to start the process.

Reminders:

  • Buyers should not start shopping for a home until they have been approved and issued a Fund Reservation Letter.
  • Buyers applying with a signed purchase agreement are unlikely to be successful due to their closing timing requirements.
