Abstract: “Over the last few decades housing prices have routinely made headlines, and not always for the right reasons. Early in the first decade of this century, home prices rose dramatically. While the causes were many, they included lax mortgage underwriting, and the widespread — but mistaken —belief that home prices would never decline on a national level. Whatever the reason, the ease with which one could borrow to buy a home papered over a slowly changing regulatory environment that was making it increasingly costly
to build a home.”
