How is the government shutdown impacting the real estate market?

SPAAR - 10/22/2025

As the federal shutdown continues, NAR is hearing growing reports of delays across the housing market, from NFIP flood insurance renewals to mortgage underwriting and loan processing interruptions.

While much of the national attention has focused on the flood program, the impact is far broader. Realtors® are seeing closings delayed, buyers are losing rate locks and mortgage services have stalled because of unavailable federal housing programs or furloughed staff.

SPAAR is reaching out to learn what specific ways the shutdown is impacting members locally within its 12-county service area, which includes Anoka, Chisago, Dakota, Goodhue, Isanti, Kanabec, Mille Lacs, Pine, Ramsey, Rice, Sherburne and Washington Counties.

These stories make a difference in helping lawmakers understand that this shutdown isn't abstract, but that it's disrupting real transactions, real families and real communities.
